2. 面临的挑战

一是畜牧业供给侧结构亟待优化。 农牧业主体分离,农牧业融合不紧密,畜牧业内部结构不合理,存在“一羊为主”,肉牛产业发展不足,生猪、家禽业疲软; 畜产品供给中等,高端牛羊肉产品比重低,同质化严重,无法满足差异化消费需求; 草原畜牧业绿色优势没有充分发挥,品牌建设滞后,市场影响力不强,质优价廉问题突出,影响畜牧业产出效率。

二是畜牧基础设施整体有待完善。 中小农场整体还比较落后,基础设施缺乏、设施不配套、机械化程度低等问题普遍存在。 大多数规模养殖场没有配套种植的饲草基地,畜禽粪便资源化利用率低,给环境保护带来很大压力。 牧区应对自然灾害应急饲料储备和雌性种畜繁育棚建设标准有待进一步完善。

二、指导思想、基本原则和发展目标

(三)发展目标

四、重点任务

5. Key construction projects
